So, it looks like the program is written to create a start of year date
(4th Tuesday of September) and the rule is written to define an end of year
date (4th Monday of September). Because, everyone knows the 4th Tuesday of
a month is the day after the 4th Monday of a month, right? :-)

Accept it as what it is and lets keep flying!
