Based upon what i read of the UNSCOM report, there was no mention of *any* production of true binary weapons, and the R&D effort was mentioned only in passing with no figures like "thirty to forty" included. Which of course takes you back to the argument of what constitutes a violation--one round, two rounds, forty rounds? An ongoing ricin development program?
