Very small nit: In the event of a *total* breakdown of law and order and the *total* inability of *all* local law-enforcement agencies to do their jobs, the Governor *may* declare Martial Law. At that time, he hands over total control of everything within his State to the State Commander of the National Guard (the ANG Commander answers to him).
