While there were some no-bid contracts, most of these were not "non-competitive". Further, for some of these contracts, there may not be but one or two companies that could even do the work required. I have heard the types of comments you are making more than once, and in every instance they have been made by people who really didn't have a clue regarding the accusations they are making...
