Default The BLACK Book presentation

About four or five years ago at the SSA Convention, someone delivered
a presentation on "The BLACK Book" - that set of instructions as to
what to do - whom to call - priorities etc. for a disaster on your
field. Of course the primary concern was an accident on field, but
other topics were covered.

Does anyone have a link to that presentation? [ Cindy B's post
regarding the fire near an airport caused me to bring this up ] If it
was possible to format the Black Book as a web document - it could be
posted on the SSA Website like a form - and clubs and CBO's could
download - enter the key numbers or names and have a great start at a
disaster management plan.

It might be interesting to compare it with the BGA post accident
guide, the latest version of which was published in November 2009 and
can be seen at:

Check out Colorado Soaring Association's web site, the have a Post
Accident Plan that I believe is based off the Soaring Safety
Foundation recommendations though a quick check didn't reveal it on
SSF.

For a guideline for Emergency Response Plans, see pages 27 - 28 in the
"Safety Officer Training Guide" posted at the Soaring Safety
Foundation (SSF) website: www.soaringsafety.org Download and print
the Guide if you wish.

This entire document is a "job description" for club safety officers,
safety committees and club managers based on my actual observations
during SSF "Site Surveys" of over 50 soaring operations in the USA.

The Safety Officer Guide makes suggestions, offers possible solutions
to recurring problems I've observed during Site Surveys, but each club
should tailor the suggestions to their local situation. All SSF Site
Survey observations are confidential, so you won't see your club or
commercial operation mentioned.
