The think about the car in the scene is that he did not obscure the plate.

Lots of bad people can do bad things with information like a plate
associated to a name. That would be something to be fixed, IMHO.

Can you not opt to have the owner of a N number kept private?

What can you do with it? It seems like it would be relatively easy to find
the name that belongs to a license plate, even through something as simple
as watching the owner to see what house he goes into. I'm curious as to
what kind of bad things can be done, and how you defend against it.

Pilot database I think you can opt out, but tail number, not so sure.

While you could tail someone, that's a lot harder than it looks in
movies. And I've never lived in a state where the dept of motor
vehicles would give you info on a plate just for asking.
It's pretty easy to understand why.

They used to. A friend of mine banged his car up when he was 17. Made up
some story about a hit and run in a Sears Parking lot and claimed to have
gotten the number of the car that did it. His mother got the address from
the state police and called the guy up. Poor ******* was hundreds of miles
away....
