You could see by his shadow that the guy was no more than 10 -12 feet
above the rocks during one road flyby.

That's way too much excitement.

It depends on how fat you are, how slick you and your suit is, the
suit's airfoils, your flying positions, etc. But with best L/D's in
the neighborhood of 2.5/1 @ ~60mph, other factors aside It would still
seem you would need a pretty stiff breeze...
