Default First flight tests of systems to mitigate fuel tank explosions

Seven years! We wouldn't want Boeing to move too quickly in
implementing safety measures:

Yeah, 'cause there's been such a spate of fuel tank explosions in transport
aircraft over the last seven years. Obviously this is a safety hazard that
should have been addressed with greater zeal, since it presents such a
significant risk to passengers. Especially given the solid, unambiguous
evidence showing that fuel vapor caused all those fuel tank explosion
airframe failures that have occurred during that time.
