place by the Australian government.

Remember, if you operate an aircraft in Australian Territory after 31
December 2005 and you need to hold a license issued by CASA, you must have a
current AVID or ASIC.

Right, so pilots need to have an aviation photo ID; or, for regular access
to secure areas at "public transport" airports, they need a security ID that
requires a background check.

Similar requirements exist now for all pilots at several GA airports here in
Massachusetts. I think the security requirment is an unwarranted intrusion;
but I don't see how it would put a tour operator out of business, or even
impose a significant impediment.

As I understand it they were self flown tours. So they felt the added
requirements imposed by the law would stop foreign pilots from taking part.
