Default Lights at Lincoln Park?

I was at Lincoln Park (N07) last night and we couldn't get the lights to
come on from the air. GPS had us pretty much right over the field.

I've had this problem before at N07 and never had it anywhere else. Is
there something strange about the PCL there? From the AFD data, it
looks like the standard 5 clicks on the CTAF should have worked.

According to AirNav and Aeroplanner (I don't have the relevant AFD) it's
lighted "dusk-dawn", no mention of PCL anywhere. Looking at several
airports I know have PCL they all mention it on that line.

I had this happen to me (couldn't get the lights on) on my first
nightime dual with my instructor. We must have circled that field four
times, with me flying the plane and him trying to "click" at various
speeds. We finally had to land on the one runway that did have the dim
night lites on all night. Turns out that the airport maintainance people
only had to adjust the receiver the next day to make those PCLs work
properly.
