Could we use a pager to turn on a preheater? Could it be as simple as
tapping into the vibrate circuit to turn on a latching relay?

Sounds reasonable. Remember to post the phone number here

Pager, telephone, radio...We (local group) used to control a complete
radio station using the telephone. So many rings, hang up, redial and
let ring so many times. Different combinations for different
operations. It's easier to add a radio receiver and use touchtones
with a decoder if you like to play with circuits.
