The second of the emergency exits, I reckon. Should the floor exit
(behind the skip's seat) not be usable for some reason, the side
window panel can be opened to the outside using the handle you
mention, it looks like.

The floor hatch gives aceess to the E&E bay as well as the forward hold
should you want to get into that for any reason. You could nearly set up
house in th eE&E bay, it's so big. There's another hatch just forward of
the nosewheel with a ladder you can exit the airplane from

Agree. My guess is that the window escape is for those situations
where the craft has crash-landed and is in a situation where the
purpose of the floor hatches is vitiated - sunk in a swamp or thick
underbrush or even a ditching, e.g. Assuming that the outsides at
window level are clear, there's one more possible exit route.

They're the tillers ( if you mean the ones with the curve on top)
The ones on the windows unlatch the windows and then slide them back. So
you can lean out and shout at the ramp agent to hurry the hell up you want
to go home.
