According to the Dec 13, 2003 section of:

The Russians and the USN are working on something called "Vortex Oscillating
Propulsion".

Anyone have more info on how this works?

Bumblebee wings flapping?

I don't have a clue what they are talking about, but it would
be a fairly good description of the bumblebee's technique.
