Yes, we are all familiar with that quote, as it has been widely reported.
However, it neither supports nor refutes SFM's claim that "Senator Kerry has
asked that it not happen".

Do you have a reference for that?

I too would like to see proof that DHS leaves it to the candidates to
either request or forego TFRs. Info on the DHS web site says that
TFRs may be employed for "national special security events," but the
examples provided are more significant than brief campaign stops as
the above phrase implies. Any citizen can ask, or simply not ask, a
relevant gov't agency to do something, so AOPA isn't being deceptive.
Sen. Kennedy asked Sec'y Ridge to remove him from the terrorist no-fly
list, but was unsuccessful!

This doesn't mean that Secret Service, who operate separately from the
major events people in DHS, won't consider TFR's too, but do they
leave it up to the candidate?
