Uhh, because a.) Cluster munitions are not banned by any international treaty
including Geneva (and I don't want to upset you, but neither are nuclear
weapons) and b.) may be used anywhere as long as collateral damage concerns are
properly weighed. By the way, under you God Clinton, we used CBUs in cities in
Iraq and Yugoslavia.
