I got my CFI-I almost four decades ago. The rules have changed since then.
At the time, it was my only CFI rating and could instruct instruments in any
airplane in which I was rated. I had no desire to teach primary. I was also
only a private pilot.

The rules stated that to be a CFI one needed the 'knowledge" of a commercial
pilot, but not actually BE a commercial pilot.
