Flight Instruction
Can you be a flight instuctor without obtaining a instument rating if you
will not be teach instument student. Ex. Comm Pilot - Flight Instuctor (Single engine land) with no instrument rating?

In that example (CFI-ASE), no, you cannot earn the ticket without first
having an instrument rating. However, in other categories of aircraft an instrument rating is not required for the flight instructor certificate.
