Both the DOT and OMB each have 90 days to sign off on sport pilot, so
the earliest you will see it is 6 months from early august. I say
earlies, cause as its been mentioned, they ARE gov't agencies, 90 days
each, or no 90 days each.
I think the whole thing has to be published in the federal register too.
