Who is "they" that talks 5.5 hrs?

According to TCDS http://rgl.faa.gov/Regulatory_and_Guidance_Library/
rgMakeModel.nsf/0/0b9984b5a3cfd7c786257ae7006b9624/$FILE/
T00021SE_Rev_5.pdf it's 180 mins. which is 3.0 hours.
