Default MOCA and STAR

Ok, I am trying to brush off some of the rust and getting some
recurrent training.

The task was to plan a flight, KLOU-KLEX-KJVY. (Louisville,KY). So, I
looked up the STAR Clegg2 ( http://204.108.4.16/d-tpp/0702/00697CLEGG.PDF),
and the charts.

Clegg2 *seems* to make the KLOU-KLEX simple- just hit IIU, out on 080
to Clegg. But when I look at the IFR Enroute, that happens to be the
V512 airway as well, which has a 10,000 MEA and a 2700 MOCA ( WHY the
10K, I can;t figure out). So, I looked up the AIM on MOCA, and it
tells me this is used for "decending for approach".

So, will I get a clearance KLOU IIU.CLEGG2 KLEX @ 3000?

The Clegg Two Arrival does not go over IIU VORTAC. The IIU 080 radial is
not a procedure track, the radial is used only to define CLEGG intersection.

Aha! Upon closer inspectioin you are right ! So with that, I'll just
do direct Clegg !

STARs often have very high MEA's (and speeds) which are meant for
turbojets descending from higher altitudes. However, it is a good
question why the enroute MEA is 10k for V512. It may have something to
do with the fact that the FFT VOR is a T class. I can't imagine there
is anything taller than 3000' around there.
