So what? At least the death penalty is on the books because either a State
Legislature (or in California's case, the people) voted to have a death penalty,
as did Congress. And we don't execute people on a whim like a certain dictator
now in the slammer did, or certain countries ruled either by communists,
secular dictators, or religious authorties, for acts that in the West would
have earned a jail term, if the act was criminal in the West in the first
place.




Geneva-AP -- The human rights group Amnesty
International is appealing
to world leaders to end the use of the death
penalty.

In its annual survey, Amnesty International
reports there were over
eleven-hundred executions conducted in 2003,
a decrease from the
previous year.

China, Iran and the United States topped the
list of nations that use
the death penalty. The report says most of the
world's executions are
actually carried out by a very small number
of nations.

A spokeswoman says Amnesty International is
calling on the U-N's Human
Rights Commission to pass a resolution again
this year seeking a
moratorium on executions.
