He's also asking about the elevators on the horizontal
stabilizer, they do control the angle of attack of the wing Shi
Jin.

Flap position depends on a/c type & type of takeoff, ie, normal, short
field or soft field. Some a/c do have ailerons that droop a few degrees
as well.
