Default FAA New Airport Compliance Manual Order 5130.6B for AirportOperations

From AOPA (see Chapter 14 re. glider operations).

This will be very important reading for glider operators / clubs
sharing public use airports that have received Federal grants. (See
"Grant Assurances".)

On the FAA website at: http://www.faa.gov/airports/resource...liance_5190_6/

The FAA’s Airport Compliance Manual is receiving a long overdue
update. The agency recently released FAA Order 5130.6B, known as the
Airport Compliance Manual, which replaces the 1989 edition. With the
new updates, the manual, which provides FAA officials and airport
sponsors with guidance on how to comply with federal grant assurances
and analyze potential assurance violations, totals nearly 700 pages.
That’s up from slightly more than 62 in the 1989 version.

AOPA met with the FAA’s acting associate administrator for airports in
September to discuss updates to the manual. As the agency assured
AOPA, the manual is open for comment in the Federal Register. Comments
will be accepted until March 31, 2010, and the FAA has committed to
reviewing all submissions to see if the manual needs to be further
updated.

“This is a massive rewrite of a very complex technical document melded
with federal law,” said Bill Dunn, AOPA vice president of local
airport advocacy. “AOPA is carefully, deliberately reviewing each
detail in the new manual and will submit comments to the FAA.”

Part IV Chapter 9 is well worth a read - prohibits "Unjust
Discrimination against Airport Users".

Hemet administration take note!

Makes it all worthwhile...this is a major positive development for our
Hemet situation. I'm sure the FAA is reviewing this document with the
County...gotta love it!

;-)

Look at Part IV, Chapter 14: Restrictions Based on Safety and
Efficiency Procedures and
Organization

The FAA, not the sponsor, is the authority to approve or
disapprove aeronautical restrictions based on safety and/or
efficiency at federally obligated airports.

Part IV Chapter 9 is well worth a read - *prohibits "Unjust
Discrimination against Airport Users".

Read Section: 10.6. Flying Clubs

There may be clubs in violation of provisions contained within.

"10.6.C.2 Flying clubs may not offer or conduct charter, air taxi, or
aircraft rental operations. They may conduct aircraft flight
instruction for regular members only, and only members of the flying
club may operate the aircraft."

E.g. My quick read say that a club can not give "for compensation"
rides. Our club generates significant revenue from day member rides.

On the other side, there a re lots of provisions that many airport
operators should hate. There are plenty of vioations on their side
too. They may be forced to operate like an airport!

We don't give rides.. Our club bylaws identify visiting member status if the
hold an SSA Membership card and pay the appropriate membership fee.

What do your bylaws say?
