Default FAA ADS-B Rebate

My Stemme has an engine but it didn't come into the US until March when
I imported it from Mexico. The FAA rebate requires the aircraft to have
been registered in the us before January 2016.

True, but they have to have been registered in the US before 1 January
2016. Mine was initially registered in the US in March of '16.
