Many people claim that by emitting pulsed, pseudo-random noise across a
spectrum radars can be made nearly invisible to detection. Is this true?
Even if the low detection claims are true, are there any drawbacks to
this method?

Yes, it is true. I wouldn't call it pseudo-random noise, just
pseudo-random modulation. Even these radars will have a band-limited
spectrum.

Since the waveform is not coherent, you are limited to noncoherent pulse
integration and you couldn't use pulse-Doppler processing.
