Since the rule isn't final yet and the FAA hasn't published what was
sent on to DOT, how do we know which airplanes qualify? Is it generally
accepted that the rule as proposed is what will be approved?

The FAA took a year to send it to the DOT. If there were no changes,
it would have been sent right away. Lets get a look at the final
version before we make any plans. Even more scary is that this will be
an SFAR which means the FAA can make changes in it for 2 years after it
is implimented without any of the normal procedures like an NPRM.
