No it can't. ATC in Class B or anywhere else is not ever going to tell a
VFR pilot that they must continue into a cloud. It isn't going to
happen. The only exception is if the controller has lost his mind and if
that is the case the pilot will be completely within their rights to
declare that they are doing to deviate anyway and the tapes will be all
the defense they need.
