Default Becoming CFI Looking for more responses

I'm wondering if an instrument rating is a required to be a CFI for aircraft
(not CFII) just CFI VFR only. The regulation is alittle unclear to me states
"An instrument rating OR privileges on that person's pilot certificate that
are appropriate to the flight instructors rating saught." The OR is what is
throwing me off because I think if you were VFR commercial pilot you would
have the appropriate privileges to conduct CFI privlages in VFR conditions
only. Please correct me I'm most likely not understanding this correctly
thanks for your help so much. I've read sources some state yest you do need
instrument rating and other which state a commercial certificate and have no
mention of an instrument rating.

From the Flight Instructor PTS:


Practical Test Prerequisites
An applicant for a flight instructor—initial certification practical
test is required by 14 CFR part 61 to:
....
3. hold either a commercial/instrument pilot or airline transport
pilot certificate with an aircraft category rating appropriate to the
flight instructor rating sought;
....
