Default How Early Can I Obtain a Clearance

If I'm flying into an airport in Class B airspace, it is often
convenient to pick up the outbound clearance while taxiing in.

How soon can I obtain a clearance before the outbound flight? If I'm
waiting for a passenger to pickup, can a VFR clearance (incl. route,
squawk, etc). expire in 30 mins, 90 mins, 180 mins, etc?

First you have to wake up your ATC.
