It would be if you didn't mind paralyzing the city. Even DC is bristling at the
minimal restrictions in place around the White House and the Capitol. People
are just too entrenched in their car to tolerate the same sort of restrictions
heaped on aviation. Politicians are too smart to even try such.

elementary schools, hospitals, etc? A bomb-laden vehicle would blend right
in.
