Default ATCSCC Advisory Questions

Using the FAA's website I was looking at this ATCSCC Advisory...

The page has two tables: 'Ground Delay Programs' and 'ATCSCC Advisory'

The 'Ground Delay Programs' table appears to be a summary of the
'ATCSCC Advisory' table, however, I cannot determine how the GDP
summary table is gathering its 'Start Time' data from the actual
advisory. The value 1900 does not appear anywhere in the advisory.
Anyone have any ideas?
