I have a question regarding the ILS or LOC RWY 5L. I have never seen the
QUICK FIX MINIMUMS. What does that mean?

It means after the QUICK fix, you have a different set of minimums.

QUICK is a DME fix. If you have DME you can determine QUICK and fly the
approach to lower minimums.
