Default Task Declarations using FlarmConfigTool.

When writing a Task Declaration to FLARM using FlarmConfigTool, it is noted
that the Waypoint database is dated 2009.

While some countries Waypoint lists are static, for others they are
dynamic, changing on a regular basis.

The Worldwide Soaring Turnpoint Exchange now has updated FLARM format
Waypoint files for all countries.

But for AE (UAE), BW (Botswana), CO (Columbia), IS (Iceland), Serbia (RS),
and UA (Ukraine), it will be necessary to also update the wp_countries.fct
file found under the FLARM HELP selection.

To install, download the waypoints.fct file and use it to replace the
existing ..\FlarmCfgTool\db\waypoints.fct file.
