Default What are these? Weston Type E-12 tachometers

What are these? What are these for? Weston Type E-12 tachometers.
Black face with ivory numbers, 0-35 hundred rpm. Back says order NO.
AC-20863, SPEC. NO.94-27311. MFR'S part NO. 102459. My brother was
given a box of parts supposedly WWII US airplane stuff, actually
gauges and tachs.
