Default Is there a FAA Manual for Heli flight examiners? gps required?

Is there a FAA issued manual for helicopter designated flight
examiners? If yes, is it somewhere online? Friend of mine wants to
be sure he has all requirements met for taking his flight exam.
Different flight instructors tell him he needs different things before
taking his check ride. He would like to read the current
requirements. One of the items in question is the requirement to have
a gps installed in the helicopter used for check ride. Anyone have
thoughts on this?
