For you versed in aviation: Is refueling with passengers on board safe?
How should be the procedure ?

If you are asking about airliners, they must be parked with the
passenger door open and a jet bridge or stairs in place for easy exit.

Well, no it's not but the alternative may be more unsafe...I've
done it in the Armed Forces but only when we were forced to due
to more pressing matters. You take all available precautions as
mentioned above when you can though...
