Default 2004 Canadian "risk-of-collision" statistics

What's going on with this year's risk-of-collision stats?

Although most stats remain lower or on a par with past-year averages, the
"risk-of-collision" statistics are up 20 percent or more.

.... and especially that jump in "air-traffic-services-events"... 30 percent
higher than
the average of previous 4 years....

We are on a pace for this to be the worst year in the past dozen or so.

Any insights from Canadian controllers?
