Is a new weight and balance document required after a new paint job?

Also, do any of the control surfaces have to be rebalanced?

All of the control surfaces have to be rebalanced. If the paint is
done properly, ie. the old paint removed, then no new W&B. My plane
had 4 coats of paint when I bought it. The Cessna manual says that
adding paint to the original equipment list adds 26.5 lbs. Do the
math.
