Default NOTAM: low level IFR pending

My grandson, on the cusp of not taking Santa seriously, asked me about
him. He knows a little about aviation slang so I told him that IFR
means I fly reindeer and that it's a special thing the FAA allows at
low levels only one night a year, and that at low level it's not a
threat to other airplanes although a blinking red light on the nose is
a little odd -- solid red on the port side is more common.

So what rating is needed for a nine reindeer aircraft? Should it be
placarded against low level lttering?

Let's see if we can build a story here.
