CA Did Not Cave To Standard Bush Security Demands

Thanks in large measure to LtGov (Democrat) John Garamendi’s pounding
on the issue, agreement was reached with Secret Service etc to let
Bush have his meaningless photo op so long as all the firefighting
effort continued uninterrupted.

From FAA flight restriction notification: [Warning! Site triggered a
“Certification Error” caution flag but I opened it and am still OK,
your consequence may vary.]

A. All aircraft operations within a 10 NMR area listed above are
prohibited except for:

ALL EMERGENCY/LIFE SAVING FLIGHT (MEDICAL/LAW
ENFORCEMENT/FIREFIGHTING) OPERATIONS DIRECTLY SUPPORTING THE CURRENT
FIRE EMERGENCY, APPROVED LAW ENFORCEMENT, MILITARY AIRCRAFT DIRECTLY
SUPPORTING THE UNITED STATES SECRET SERVICE (USSS) AND THE OFFICE OF
THE PRESIDENT OF THE UNITED STATES, APPROVED EMERGENCY MEDICAL
FLIGHTS, AND REGULARLY SCHEDULED COMMERCIAL PASSENGER AND ALL-CARGO
CARRIERS OPERATING UNDER ONE OF THE FOLLOWING TSA-APPROVED STANDARD
SECURITY PROGRAMS/PROCEDURES: AIRCRAFT OPERATOR STANDARD SECURITY

B. Within the airspace between 10 NMR and 30 NMR listed above:

All aircraft entering or exiting the 30 NM radius TFR must be on an
active IFR or VFR flight plan with a discrete code assigned by an Air
Traffic Control (ATC) facility. Aircraft must be squawking the
discrete code prior to departure and at all times while in the TFR.

All aircraft entering or exiting the 30 NM radius TFR must remain in
two-way radio communications with ATC.

All aircraft operating within the 10 to 30 NM radius TFR and operating
at altitudes of up to but not including FL180 are limited to aircraft
arriving or departing local airfields and ATC may authorize transit
operations. Aircraft may not loiter.

FLIGHT TRAINING, PRACTICE INSTRUMENT APPROACHES, AEROBATIC FLIGHT,
GLIDER OPERATIONS, PARACHUTE OPERATIONS, ULTRALIGHT, HANG GLIDING,
BALLOON OPERATIONS, AGRICULTURE/CROP DUSTING, ANIMAL POPULATION
CONTROL FLIGHT OPERATIONS, BANNER TOWING OPERATIONS, MODEL AIRCRAFT
OPERATIONS, MODEL ROCKETRY, AND UNMANNED AERIAL SYSTEMS (UAS) ARE NOT
AUTHORIZED.

All USSS cleared aircraft operators based in the area should notify
the USSS prior to their departure.

SAVING FLIGHT (MEDICAL/LAW ENFORCEMENT/FIREFIGHTING/DOD) OPERATIONS IN

C. WITHIN THE ENTIRE TFR AREA ALL EMERGENCY/LIFE SAVING FLIGHT

All Presidential TFRs have standard language like that allowing law
enforcement, emergency, and firefighting aircraft into the TFR.
California had nothing to do with it. Garamendis is taking credit for
doing nothing.

Then why was all the aerial rescue work stopped within the TFR when he
ingratiated himself to New Orleans, or was the wording something that
changed after all the criticism?

However, dozens of firefighters were pulled off the lines to stand
behind Drunkya for his photo-op, many choose not to smile for the
cameras and were turned away chatting.

The phoney FEMA "news" conference was classic Cheney staging,
laughable...JG

I was in McCall, ID in the summer of 2000, when the airport and surrounding
airspace was shut down for several hours while Clinton did a forest fire
photo op. The tanker pilots had a few choice comments on the radio (for AF1
and Marine1) , while they circled outside the area.

It's not just a Bush thing. The problem is an executive branch that puts
their priorities above those that they are supposedly concerned about. No
one in McCall was fooled that summer.

The problem is, that the TSA/DHS doesn't understand how their VIP TFRs
hamper emergency responders' efforts.
