Why wouldn't you use flaps? I see

Practice.

(There are a few planes that don't have flaps.)

It depends on crosswinds. Flaps aggravate weathervaning tendencies, so
reducing or eliminating flaps may enable a smoother, safer landing than
possible with flaps.

Thanks Jim and Orval. I was at the hold line a
few days ago awaiting an incoming flight. His
downwind leg wasn't parallel to the runway, then I'm
thinking he might be either going around or heading
to the other runway. Last minute he whips it down in
a tight spiral passing by...no flaps, landing without
incident. Seemed strange to me.
