Not only was Chalabi's arch-rival-in-exile, Iyad Allawi, approved by the
Iraqi Governing Council (IGC) as prime minister, but neither Chalabi nor any of his closest IGC associates, especially Finance Minister Kamel al-Gailani -- who is accused of handing over much of Iraq's banking system to Chalabi during his tenure -- made it into the final line-up. http://www.ipsnews.net/interna.asp?idnews=23986 Walt Iraqi PM Allawi is an operative of an US Intel agency with good contacts to Talabani's Kurds,on other hand Chalabi is (or was) a favorite of Pentagon. You can find this info in almost every US newspaper. But there is something more than the eye catches or newspapers report,namely Allawi is also the head of Sammar tribe and Sammar tribe was responsible for the protection of Saddam's sons Uday and Quasay after Operation Iraqi Freedom.
