Default Tower Enroute Control?

Tower Enroute Control has me confused. What does the Tower have
to do with? It appears to be flight plans that use TRACONS or
RAPCONS for radar services rather than going to the center. So
why is it called Tower Enroute Control? In Boston Approach
isn't even in the same state as the BOS tower, wouldn't it make
more sense to say TRACON enroute control? Or did I miss
something where the tower is involved instead. Is TEC available
at any towers without radar?

It goes back a long long time, and they just never changed the name.
