Default Jim Weir's Capacitive Fuel Gauge

I read with keen interest the articles on Jim's capacitive fuel gauge
and want to build two. Has anyone made available a printed circuit
board for it? Where could I get one or two?
Lastly, does nyone have any cheap circuits for a tachometer?
