Just got a new package today. On the back it says

"DOES NOT CONDUCT ELECTRICITY"

One more data point: I've potted VHF radio antenna bases with JB Weld,
and they've worked fine.

Do a Google search on "Conductive Epoxy" and you'll find plenty of
silver filled epoxies that ARE electrically conductive.

Minor clarification: The part I was potting was an insulator between
the whip and the ground plane, and it did insulate as expected.
