Default Questions on rules that changed this year (2016) in US Soaring

All,

I've been reviewing the rule changes and have a couple questions:

It looks like the Club class is now restricted to 15M ships (with a handicap between .089 and 1.020) The handicap list on the SSA site currently shows a number of ships with greater than 15M spans.

So can we fly in Club Class with a 17M ship?

Which brings up the second question, the rule change summary says a new Appendix D will have the handicaps (previously available by waiver), but the 2016 rules PDF file has no Appendix D!

Does anyone know where to find the new handicaps?

Appendix D appears at the end of FAI class rules in regional and national rules sets. Not all gliders in the handicap range are permitted in Club.

That's too bad, thought the US was moving towards International standards for Club Class.
Doesn't really match the FAI's purpose or only entry requirement of the class.
As if tall juniors were not permitted in Junior contests.

5.5.7 Club Class
The purpose of the Club Class is to preserve the value of older high performance gliders, to provide inexpensive but high quality international championships, and to enable pilots who do not have access to gliders of the highest standard of performance to take part in contests at
the highest levels.
a. ENTRY
The only limitation is that it is within the agreed range of handicap factors
for the competition.
b. BALLAST Disposable ballast is not permitted.
c. SCORING Championship scoring formulas shall include handicap factors.
