Default BRS chutes. Why doesn't everyone use them?

We had a powered Monerai (with the 3-cyl Konig 24-hp radial) kicking around in the "rotting trailer" section of the airfield for a number of years. It also had a BRS installed. The owner died in 1987 so we were never able to find out what he expected would happen if he ever had to fire that thing since it was mounted directly behind the pilot's sling seat.
