Did the administration strongarm the DoD (Army Corps of Engineers) into
giving it to them?
Were there any kickbacks from that $2.2B?
Who got them?
Specifically, did any of that money find its way into the Bush oil coffers?
Are there any connections between the Halliburton boardroom and the Oval
Office?

There really doesn't have to be any "strong arming". Do you remember when Lady
Bird bought a TV station (for peanuts) when it couldn't get its license
renewed. Then all of a sudden, the license approval went thru and the station
was worth a bundle more. There was no strong arming - the license people just
knew who now owned the station.
