Default Lack of ferry permit

The airport where it was purchased was not friendly to it or the new owner (me) about having work done on it.

My plane out of annual ended up over at the shop that was to do the annual.

FSDO found it there and looked at the logs. I got a call and letter wanting an explanation.

I have not replied and don't intend to directly.

Anybody have some experience with this and any advice.

Thanks
