Default Former US Military Aircraft

I just read a little blurb in Fortune magazine about how Ross Perot Jr. gave
back to the US Gov't one of two T-38 Talons he renovated due to some issue
with the law about how flyable former US military aircraft must be owned by
a museum. Does anyone (maybe a warbird owner) have more info about this? Is
it a real pain in the a$$ to acquire a former US warbird?

Just curious.

I'm not sure how that works but I met a guy the other day that owns 4
F-100's. They are all flying aircraft.
